Shuffle the 100 Action Cards and deal 4 cards to each player. 3. Place the remaining cards face down as a draw pile. 4. Each player chooses a Hero Card and places their corresponding Hero Meeple on the starting space of the Tower. 5. On their turn, a player plays one of the four cards in their hand to move their Hero Meeple up the Tower, or hinder other players by playing cards that make them move down the Tower or miss a turn. 6.
