It allows light through but is not see through/transparent. It is used to diffuse the light and spread the light. The diffuser is effective for ceiling light shades to hide the bulb and frame from sight when looking at the light shade. It is very easy to install, it sits at the bottom ring of the lampshade and fits all my lampshades. One side is slightly textured and the other side is smooth. There are no preference to which side to have facing outside, it is down to personal preference. Please ensure that there is at least one centimetre clearance between the diffuser and the lightbulb if it is an ordinary/filament or halogen bulb, it can be less than a centimetre clearance if it is a LED bulb.
