Directions Apply the eyeliner pencil to the upper lash line, starting from the inner corner and working your way outwards. For a more dramatic look, you can also apply the eyeliner to the lower lash line. To achieve a smudge-proof and long-lasting effect, allow the eyeliner to set for a few seconds before blinking or smudging. To remove, use a makeup remover or cleanser and gently wipe off with a cotton pad or cloth.
